WSHPA State Championship Meeting, September 4, 1999 Lansing, MI
The meeting was called to order by president, Dave Loop at 8:45 PM The minutes of the Spring Meeting were read by Steve Summerlin and amended to include Dean Schmitz or Steve Summerlin will assist in creating club web sites. Jerry Shene made motion to accept amended minutes. Seconded by Ron Kohn. Marty Quillen, Treasurer, gave the financial report stating that the treasury is now on an increase of about $800 per year. Jerry Shene made motion to accept. Kay Boller seconded. Membership Chair Steve Summerlin reported that the membership is down slightly mostly due to injuries and illnesses of several of our members. Presidential Memorandum: St Judes toruanment earned $1034 this year bringing our totals to better than $13,000 since 1986, this is not enough. Bob Wells suggested that we should do ALL tournaments not just one designated event. Hall of Fame Committee reported that the current "BOOK" will be retired this year and a new one started for 2000. Michigan / Ontario tournament discussion.. need to get out more of the higher average pitchers. Publicity, Need Newspaper information for your local clubs. Proposals for changes to Constitution and By-Laws were voted upon. 2/3 majority required to pass proposals. Proposal 1. Add this to Section 12: "If a class consists of only 5 players that they be allowed to pitch to 40 points" The 20% rule would remain the same PASSED BY A VOTE OF 38 – 1 Proposal 2. Add this to Section 4: The indoor tournaments held in Jackson are considered "Special" tournaments and have a different prize money breakdown. Article VI: Tournaments, Section 11 is obsolete and will be removed, Add the following sentence to Section 9: "Out-of-state tournaments pitched are reported to the pitcher's home charter by NATSTATs and are used in calculating their average." PASSED BY A VOTE OF 41 - 0 Proposal 4. Article VI: Tournaments, Section 3: change to read: "District tournaments under jurisdiction of the WSHPA shall start at 9:30 a.m. All participating members must be signed in by that time." PASSED BY A VOTE OF 29 - 13 Proposal 5. Add a Section to Article VII: State Tournament: (Insert between current #3 and #4 and renumber accordingly: "All Participants of the State Tournament shall wear a shirt or blouse with their last name professionally lettered on the back" AMENDED TO SAY 'while pitching' PASSED BY A VOTE OF 42 – 2 Ron Kohn nominated Steve Summerlin for Secretary, seconded by Bob Wells No other nominations. Steve accepted nomination and remains Secretary. Jim Wiltse nominated Marty Quillen for Treasurer, seconded by Fred Boller No other nominations.
