ARIZONA STATE HORSESHOE PITCHERS ASSOCIATION BY-LAWS
ARTICLE I - ORGANIZATION
The name of this organization shall be the ARIZONA STATE HORSESHOE PITCHERS ASSOCIATION. hereinafter known as ASHPA.
ARTICLE II - PURPOSE:
The purpose shall be to further the cause of horseshoe pitching,
by all proper means, in the STATE OF ARIZONA and throughout our area of influence.
ARTICLE III - MEMBERSHIP
SECTION 1 - MEMBERSHIP: Membership shall be open to all persons regardless of sex,
race, creed, or geographic location. (see Section 2).
SECTION 2 - MEMBERSHIP CARDS: The ASHPA and the National Horseshoe Pitchers Association, the NHPA, membership cards will be consolidated as one card and issued to all members of the ASHPA. Eligibility shall follow ruling Article III, Section 7, of the NHPA by-laws which states: "A membership card must be issued by the NHPA Charter in which the member maintains legal residence as determined by voting, tax and/or driver's license laws".
SECTION 3 - DUES: ASHPA membershlp dues shall be ten dollars($10.00)per person per year.
NHPA dues are ten dollars($15.00)plus two dollars($2.00) for insurance; total NHPA dues twelve dollars ($17.00) per year. Dues are due and payable January 1, or upon joining, and last until December 31 of the current year.
SECTION 4 - VOTING Members must be current in their dues to have the privilege of voting at the Annual Meeting.
ARTICLE IV - OFFICERS
SECTION 1 - OFFICERS; The officers of the association shall consist of; President,
1st, 2nd, vice-president and Secretary-Treasurer.
*SECTION 2 - ELECTION OF OFFICERS: The officers of the association shall be elected by a majority vote of members present at the Annual Meeting. Officers will serve a two (2) year term.
The President, and 2nd vice-president shall be elected in the even number years,
and the 1st-Vice-President and Secretary/Treasurer shall be elected in odd number of years.
SECTION 3 - DUTIES OF OFFICERS;
The President shall preside over all meetings, administer the business of the association,
pass on obligations the association may wish to incur, handle whatever duties that may come to his/her
attention in promoting the best interest of the association and horseshoe pitching, and appoint
committees deemed necessary
1st Vice-President will administer the president's duties in his absence and incur other
duties deemed necessary by the president. He/She shall also be chairman of the by-laws committee. He may appoint an ASHPA member to the committee.
2nd Vice-President. will be the Chairman of the "ASHPA HALL OF FAME COMMITTEE."
He shall appoint (5) ASHPA members to his committee. He may also incur other duties deemed
necessary by the President.
Secretary-Treasurer The Secretary-Treasurer will keep accurate records and minutes of meetings, attend to correspondence, act as custodian of all funds of the association, pay all legitimate debts incurred, keep accurate financial records, prepare and transmit to the President (record, check and/or cash bills) for the payment of the association funds. The Secretary-Treasurer shall report to the ASHPA executive board the minutes of the Annual State Meeting, the State Tournament results, and Complete Financial report within 30 days of the Annual State Meeting. Also, he/she will perform any other duties deemed necessary by the president, to promote harmony, goodwill, and the best interest of the association. A general membership mailing of the minutes, results and financial report will be made before year-end when the following season's schedules from the state-wide clubs are known.
SECTION 4 - COUNCIL: The officers of this association will also be the ASHPA Council.
They are the judicial body and will define and interpret the by-laws. They will meet at least twice (2 times)
annually as required by the president.
SECTION 5 - EXECUTIVE BOARD: The executive board shall consist of the ASHPA Council,
and the Presidents of all sanctioned clubs in Arizona. They shall try to meet annually.
SECTION 6 - NEWSLINE: Each officer of the ASHPA association will subscribe to the NHPA Newsline
and its subscription fee will be paid for by the ASHPA
SECTION 7 - OFFICER COMPENSATION: The Secretary-Treasurer(being one person shall be paid a salary of $ 1. 00 per member, per year as determined by the membership on 31 December. If Secretary-Treasurer office is held by any two (2) people this $ 1. 00 per member shall be divided equally. He/She will also receive $50.00 per year for telephone expenses. If the telephone expenses exceed the $50.00 per year, a request will be made to the council for reimbursement of the overage. All Council members will be reimbursed for travel expenses and other necessary expenses in accordance with th current Standard Operating Procedure (SOP) guide of the ASHPA. Only the ASHPA President can authorize necessary travel and reimbursement.
Section 8- Audit: The financial records of the ASHPA will have an independent audit performed every two years (starting 2005 and performed on every odd year thereafter). Only the ASHPA president can authorize the audit and will decide which independent company to use. The audit must be completed by calendar year end.
ARTICLE V - TOURNAMENTS
SECTION I - PARTICIPATION: Any person who makes application to participate in a sanctioned
tournament must be the holder of an NHPA (or approved) card. All NHPA tournaments sall be sanctioned and all tournament directors shall hold a current NHPA recognized membership card.
SECTION 2 - RESULTS OF TOURNAMENTS: Records of tournament play will be kept by the
tournament director and said tournament director shall forwarded the statistice to the National Statistic Center of the NHPA. They will also transmit, within five (5) working days after each tournament, a copy of tournament results to the ASHPA Secretary-Treasurer.
SECTION 3 - SEEDING: Contestants with established averages will be placed in classes
commensurable with their ability. The tournament director may at his/her discretion mix men, women,
and juniors in all tournaments except the State tournament.
SECTION 4 - FEES: A fee of ten (10) dollars, with fifty (50) cents per entry to the tournament
director, shall be assessed to participate in any tournament unless otherwise specified. Entries will be in the possession of the tournament director at least (10) days prior to the date of the tournament.
Fees will not be returned if a player fails to show up. In case of inclement weather, a tournament may be
rescheduled or canceled by the director, and all fees returned to participants at his/her discretion or will be
applied to the next tournament.
*SECTION 5 - DRESS CODE: All pitchers competing in any ASHPA sanctioned
tournament must have a minimum, their last name and state (or abbreviation) professionally
lettered on the back of their shirts. Lettering shall be 1-1/2" to 2" inch lettering.
Said shirts cannot be sleeveless.
ARTICLE VI - STATE TOURNAMENT
SECTION 1 - LOCATION: The location of the State Tournament will be decided each year at the annual meeting. It will be held the first week-end in April unless Easter falls on the first week-end, then it will be held on the second week-end of that month.
*SECTION 2 - ENTERING: It will be a NHPA sanctioned tournament. ASHPA Secretary will be the tournament director. Only member of the ASHPA will be allowed to enter. They must have resided (6) months in the State as determined by ASHPA Council All tournament games for men’s classes A & B and Women’s Classes A & B will be 40-points cancellation scoring, scoring for other classes will be at the discretion of the Tournament Director. To be eligible to maintain or become ASHPA champion in Class A Men 40 ft, Class A Men 30ft, and Women's Class A - all pitchers in these classes must pitch a minimum of (5) games. At no time will there be more than two (2) opponents on a single court at one time. All seeding will be done by percentage. Anyone requesting entry into this tournament cannot have pitched in any other State Tournament during the year.
SECTION 3 - DRESS CODE: All pitchers competing in the State Tournament must as a minimum, their last name and State Abbreviation professionally lettered on the back their shirts. Lettering shall be 1-1/2" to 2" lettering. Said shirts cannot be sleeveless.
SECTION 4 - AWARDS: Awards will be Tournament Patches for all division winners, class winner patches for all other classes, awards for 1st, and 2nd places and any other (3 rd, 4th, etc) at the discretion of the ASHPA Council. All junior pitchers will receive an award
SECTION 5 - QUALIFICATION: Each entry must have pitched in three (3) sanction tournaments
in Arizona or two (2) tournaments and on (1) league which were sanctioned.
SECTION 6 - FEE: The fee of twenty dollares ($20.00) will be assessed to participate in the State Tournament. This fee will include payment to scorekeepers of one dollar ($1.00) per game. If the tournament format requires more than five games (5); the additional scorekeepers fee will be paid from the State Treasurer account. Entries, along with the entry fee, must be received one month prior to the State Tournament date. This will allow the Tournament Director to determine if the tournament will be a one (1) or two (2) day event based on the total number of participants.
ARTICLE VII - MEETINGS
SECTION 1 - ANNUAL MEETING; The annual meeting will be held at the same time as
the State Tournament weekend at the discretion of the President. A roll call will
be taken by the Secretary at all called meetings.
SECTION 2 - QUARUM: The association shall consist of members present, regardless of number, at the meeting
SECTION 3 - VOTING: Voting will be done by raising of hands, signifying AYE OR NAY, or by secret ballot as deemed necessary by the President. There will be no PROXY voting.
SECTION 4 - BY-LAWS: The ASHPA association shall adopt such By-Laws as it deems necessary.
Such ASHPA By-Laws will be adopted and changed when approved by a majority vote of members at the annual meeting. The by-laws of the National Horseshoe Pitchers Association of America, the NHPA, are in full force and will be honored as primary by the ASHPA.
SECTION 5- CHANGES TO THE BY-LAWS: Proposed changes to the ASHPA By-Laws shall be submitted , to the ASHPA Council, who will forward them to the 1st vice-president for consideration and presentation at the next annual meeting. The By-Laws will be reviewed annually.
SECTION 6 - AGENDA: The meeting shall be conducted in compliance with
ROBERT’S RULES OF ORDER or as close thereto, as deemed necessary by the President in the following order:
- MEETING CALLED TO ORDER
- READING OF MINUTES OF THE PREVIOUS MEETING, ADDITION, CORRECTIONS AND ADOPTION.
- READING OF FINANCIAL REPORT: ADDITION, CORRECTION AND ADOPTION.
- REPORTS OF OFFICERS, BOARDS AND COMMITTEES.
- MEMORANDUM OF THE PRESIDENT.
- UNFINISHED BUSINESS
- NEW BUSINESS
- ELECTION OF OFFICERS
- ADJOURNMENT.
